That makes life easier if you accidentally close the toolbar because you can just click out of the equation and click back it and the toolbar will be visible again. With the third option, which is selecting it prior to launching the dialog is counter-intuitive because the search text may not be on the screen. If the user need to type in the search text with the quotes, select it and then launch the search screen in order to have the quotes type up properly, then it is an extra step that users need to take to search for text with quotes.
