I installed OOo 3.1.0 on a PC that has never had any OpenOffice.org products installed and everything worked just fine. I reinstalled 3.1.0 on my test PC that has had all OOo programs since day one (in fact I started using StarOffice when that was released for Windows), but the problem still existed. I then went through a major clean-up to get rid of most OOo related information on my PC (primarily the Registry, with a number of reboots in between), then reinstalled OOo 3.1.0 and now it works OK. It is my belief that some incompatible file from the previous version was being used. I cannot remember having seen any documentation that states that you must first deinstall OOo before you reinstall a new version. Please close this issue. This problem occurs both in Calc and Writer - possibly other modules too. Problem is not reproducible, occurs randomly, cannot be provoked. I have only seen this problem in OpenOffice.org 2.4.1, never in earlier levels (back to StarOffice 5.2 days). What happens is that when a Calc/Writer document is opened (either an existing one or a new document) the Paste icon in the Standard bar is greyed out thus preventing the paste operation. My attachment is a screen dump of such an occurence. A closer investigation shows that your image resize operation must be wrong. Original image is 3558x1212, if I resize image to less than 69 % the paste operation works as expected, as it goes above 68% the aspect ratio changes more and more (see attachment). I suspect the % point where it goes wrong is dependent on image size, but I leave that in your hands to find out.
