When the same website is in HTML 4.01 Transitional there are no problems. XHTML 1.0 is at the moment the recommanded format for new websites so this is a important problem. I am using the Danish version of 680m82. I would suggest that you can select the number format when using Insert special and not just by changing the locale setting.
