haxwell is right. This seems to be related to issue 48320 
and after reading the comment on 48320 from guster 32 I realise that
if the image resolution of the jpg or png file is changed to 96 dpi the problem
goes away. However,in OpenOffice.org 1.0.1 the original size button manages to
get the same, correct, image size regardless of the resolution of the image.

If a JPG or PNG image is inserted in a web page and an attempt is made to format
the image, with the anchor as character, by clicking on the original size
button, the result is an image which is one third higher and one third wider
than the original.  The problem does not occur with a GIF image file.
