Such html comes from database of normative documents and standards in industrial aria of Russia (http://normacs.ru/ - here you can get more information, it's contains more than 47500 documents). In that database exist such feature as "export to OpenOffice": from NormaCS unloading html code of necessary document, and then automatically opens in OO.
