As titles have different schema levels from plain text, a good way to do it, IMO, is to use that to detect when the paragraph needs to be moved under the graphic. For example, it could jump under the graphic if the schema level changes (a title was used). There's no way to accomplish that with the current behaviour, and i think that Openoffice exists not only to have a free carbon copy of other word processors, but to get rid of their incoherences. The "Before text" space is applied between the graphic and text, when it's really intended as an space between the border of the page and the beginning of text, and looks horrible. This is added on top of whatever right spacing the graphic already has.
