I have a document with many footnotes, which restart numbering for every chapter
(via Heading 1). when loading that document from .odt, it regenerates the
numbers for the footnotes of the first chapter, but all others stay at 0
until I force a refresh, by changing the configuration + undo or similar means.
steps to reproduce: create a couple of footnotes, with a line of Heading 1-
formatted text inbetween, change Tools - Footnotes - Counting to Per Chapter
, save, close, load
