2.0.2rc4 still doesn't open HTML files renamed as *.xls in Calc by default, but 
does now open them in Calc if explicitly requested using -calc command line 
parameter.  This means that *.xls files can be associated with Calc regardless 
of their actual contents, which is a resolution to this issue.  I believe the 
status should now be changed from INVALID to FIXED.

The following link points to a thread/poll in OOoForum:

The 7-day poll collected 21 votes, of which 15 preferred the OOo Calc 1.1 
action of opening *.xls files whatever their contents in OOo Calc 2.0.  Only 3 
votes were to retain the OOo Calc 2.0 default action.  While this is not 
statistically significant, it does demonstrate user frustration caused by the 
change in default action from 1.1 to 2.0.
