Seems to be fixed in version 3.2.0 now.
Shortcuts working as expected:

Command + Arrow Up moves to top of block
Command + Arrow Down moves to bottom of block
Command + Arrow Left moves to left of block
Command + Arrow Right moves to right of block

When adding a hyperlink function to a cell it will work properly.

Problem 1
But when adding some more text to the cell this text will be added to the 
hyperlink as well.
1. Open new spreadsheet
2. Add hyperlink function to A1: =HYPERLINK("http://www.openoffice.org";)
3. Add hyperlink function with additional text to A2: 
=HYPERLINK("http://www.openoffice.org";)&" some more text"

The additional text " some more text" is now added to the hyperlink so the 
target has changed from "http://www.openoffice.org"; 
into "http://www.openoffice.org some more text".
The hyperlink will not work anymore because of the wrong target. As well the 
tooltip will display the wrong target.

Problem 2
It's the same when adding a function to a cell with two or more hyperlinks, 
everything will be added to the first hyperlink.
1. Open new spreadsheet
2. Add function to A1: =HYPERLINK("http://www.openoffice.org";)&" 
"&HYPERLINK("http://www.cnn.com/";)

It's still the same in OOo 3.1.0 (Mac OS X).
A hyperlink with additional text will get the wrong active area when the cell 
is centered or right aligned.

Things getting worse in OOo 3.1

(+) does not work anymore for top/bottom which did in 3.0.1

I use the german language only version of OpenOffice. There are the standard 
keyboard shortcuts to jump 
to the end of a block with Command + Arrow Key.
Command + Arrow Up is working fine.
Command + Arrow Down is working fine.
Command + Arrow Left does not work at all.
Command + Arrow Right does not work at all.

I also reset the preferences for the shortcuts but jumping to the left or right 
end of a block does still not

When changing the cell's language there's no refresh of the content when it's a 
formula. Here's an 
example.
Enter value at A1: 15.03.2007
Enter formula at B1: =TEXT(A1;"")
Now B1 will display the mont's name in your default language. But when 
switching the language of B1 the 
month's name will noch change. As well the command Tools > Cell Contents > 
Recalculate will not refresh 
the month's name. Only when changing the date at A1 the changed language 
settings of B1 will be done.
