A document which size is determined as 24cm(width) x 16.3cm(height) in page
style menu can't be printed as a landscape document. It is always treated as
portrait.
On the other hand, another document which size is 24cm(width) x 16.2cm(height)
can be treated correctly.

How to test the sample file:
1) choose landscape in the print dialogue menu and set a paper as portrait in
the printer. This case the image must be rotated 90 degree, but it isn't.
2) open format - page style menu and change paper length 16.2cm, 0.1cm shorter
than that of original.
3) print again as the same operation as 1).
4) This time, you can see the image rotated.

Correction. Rotated frame does not affect the result. Paper size seems to be the
only reason for the incorrect output. See attached.

 It is out of our control what the driver will do with this setting

I understand it, but Microsoft Word does not have this limitation.

This test document is 21.0 cm (width) x 11.0 cm (length). When printing it, only
11.0 cm wide is printed. If the paper length is changed to more than 21.0 cm, it
can be printed correctly. 
I suppose the roted frame affects to paper width and length incorrectly.
This symptom has been appeared since OOo 1.0.
