Checking the behaviour of Microsoft Word, it seems the rule for eliminating dots is as follows: 1. If the trailing character of the entire cross reference is a dot, remove it; 2. When the trailing number of a part of a level in the cross reference is a dot, the next level is included in the cross reference, and the next level has a left parenthisis as its first character, remove the dot; 3. otherwise, leave the dot in. Notably, it does not remove leading dots. It does not matter what is in front of the portion having the dot removed. It does not move more than one trailing dot. It does not remove the separator dot where the next level begins with anything other than a left parenthisis. This behaviour seems to have survived long enough in Word that it seems appropriate for OpenOffice too. The lawyers who draft legislation use these extensively because the numbers of clauses in a Bill will change many times during drafting and clauses make references to other clauses. Without cross references to numbered paragraphs there is going to be some kind of manual process involved when clause numbers change, which happens automatically due to the operation of outline numbering. Also few legislative drafters have the technical proficiency to work with macros. I am not trying to be provocative here - legislative (and contractual) drafting of even moderate complexity is so much easier when cross-references to numbered paragraphs is available that few would be prepared to switch to a product that did not do it.
