It was not found in the help files nor in the system at all - it is a suggestion for rewording the string displayed in the wizard. The actual suggested text was just something thought up by some guy on the OO.o users mailing list. Regarding the reporters belief that the current wording is too spartan and not descriptive enough for the casual Base user I would agree. As for the suggested replacement wording, that really would need to be looked at by others. To the casual end user, this sounds like creating an association between the database files and some website. It has been suggested that the text be changed to: "Register this database as data source for other OpenOffice.org modules?"
