Your interpretation of ID in database is different from my.
ID is not a number connected to any meaningful way to data stored in other
fields of record.
It is only a differentiator between records, and keep table tidy.
When you delete it and revoke the deletion, the records other data inserted back
to database with other ID.

What you think is right, that is true in other part of OOo, but not in database
table.

This is working as desired.

When you delete record, the values deleted from database table, and when you
ignored deletion the value inserted back to table with next free ID. 

The database engine with auto-increment fields work as in all database, the
integer ID keeps different records, but deleted ID-s not used again.

When you use same tables in relations, then database works as you set in
relations designer in Update and delete options.

I do not agree on 2 important points:

1) The evoked problem does not occurs during the deletion of a record but during
the deletion of the value of the field ID. 

It is about a bad manipulation of the user which hopes it can cancel it, not of
a will to delete a record.

2) The message suggests not saving is possible. In fact no.

Hello

The problem occurs when you try to delete value in a primary key  autovalue 
field.

There is no problem when the suppression generates a conflict of referential
integrity (the initial value of the key is restored).

Steps to reproduce :
- open the table Table2
- select a record and delete value in the ID field 
- Error message : error updating the current record / current row could be 
updated
- Choose Ok
- Close the table
- Message : the current record has been changed. Do you want to save the 
changes ?
- Choose No
- Close the database (no save)
- Reload and open the base 

The record was recreated with the next value (identity).

So, 

1) the messages are ok but the record is updated even if you choose not to save
the changes.
2) It would seem preferable that the operation is the same as when there is a
conflict of integrity (restoration of the key)
