well, I just tried the DicOOo 1.6 on my 2.0.4rc1 to install an Esperanto
dictionary as normal user, and it worked fine. The Esperanto language appears in
the list of spellcheckable languages.

All of my new dictionaries are installed here :

/home/alex/.openoffice.org2/user/wordbook 

so for me, it looks like this is working as planned, isn't it ?

Guys, this happens to me only with SRC680_m150.
The problem was real, bizarre and I could not solved or explained it.
I moved on to next build, worked very well.
Please, close this issue, doesn't worth your time as it did not repeat in
subsequent builds.
