That was never allowed, but has worked by luck. Now the package is more strict regarding broken storages, and thus it correctly recognizes that the storage is no package storage and throws exception. The exception is thrown later, since the storage loads the document ( and detects that it has wrong format ) on demand. The correct way would be to use OOXML storage implementation, that already parses relations and mediatypes. Although that might be a big change for P1 fix, since as I assume the filter parses the relations itself.
