Not sure if I should resolve as FIXED or INVALID, but it seems the bug was in
glipper and parcellite, and is resolved with the latest version of parcellite. 
Google tells me there is a patch for the old (pre-python) glipper too

Ah, I see.
The problem is with the interaction with clipboard managers like glipper and
parcellite.  I think the problem is with openoffice not the clipboard managers,
but I'm not certain.

1. Install and run glipper or parcellite.
2. Insert a picture into a new writer document (actually any openoffice document
is the same).  This picture will do:
http://www.openoffice.org/nonav/issues/showattachment.cgi/66742/guyonabike.jpg
3. Cut or copy some text in openoffice or any application that uses the regular
clipboard (whether it is via Ctrl-C, Ctrl-X, Edit-Copy or whatever).
4. Copy  or cut the picture from openoffice.
5. Try to paste it into openoffice or another program such as the Gimp - you 
can't.
6. Copy a picture from another program such as the Gimp and try to paste it into
openoffice - you can't.
7. Copy a picture from the Gimp and try to paste it into the Gimp - this works 
fine.
8. Close glipper or parcellite and now it will all work fine.
