You need to use URI syntax. (file://path) user config files for vanilla OOo are not in ~/.config, they still are in ~/.openoffice.org - very likely not vanilla OOo that was used. First of all the user config files are no longer located in $HOME/.openoffice.org/3 but $HOME/.config/.openoffice.org/3 Unfortunately nobody I asked can reproduce this.
