Ok I propose following display:
0
1
00010
00011
00100
and so on...

Stop the geeks!

For user interface we try (at least in that point) to stuck to linguistics,
culture, habits, well to *people*... and not to mathematics or machine
languages.

Your arguments are void because you are not in the right context.
We don't talk about "zero, a half, one, one a half..." but about "first, second,
third" where you cannot *add* first and second

mru: Math teachers told me: "Zero is not a number". According to these teachers,
the sequence of integers is: -3, -2, -1, ?, 1, 2, · Strange math.
es: "That's what is meant: the *first* ("1") one has the number 0."
Exactly: the *first* ("1") file one has the number (or key) 0; the second has
the number/key 1, etc.
Incidentally, in PSPad (a nice editor: http://www.pspad.com/en/), previous files
are numbered from 0.

Hm, my Math teachers told me: "Zero is not a number.. it is just... nothing".
I also just want to mention: technicians are only a small amount of users...

In races (of any kind) there's no starter having "0" on his shirt/car/bike...
On roads, I have never seen a house named "0"...

*About Wikipedia: read the first line of the (English) page:
"This article is about the mathematical concept. For number words denoting a
position in a sequence ("first", "second", "third", etc.), see Ordinal number
(linguistics)."

The rest of your examples are mixing up mathematics with linguistics...
-> You say it yourself: "The first hour in a day is '0'". That's what is meant:
the *first* ("1") one has the number 0.

OK. Just a few comments:
* The RecentDocuments list merely attaches shortcut keys to files. It does not
tell the user to number his/her documents from 0.
* Your reference to 'ordinal numbers' was useful. Wikipedia states:
'The finite ordinals (and the finite cardinals) are the natural numbers: 0, 1,
2, …,' Yes: '0' heads the list.
*If Bell had numbered the telephone dial from 0, we would not have today
different keypads for telephones and calculators or computers. As you
know,'0'(not 10) follows the '9' on a telephone; weird math.
*The first hour in a day is '0'.If a train is scheduled half an hour after
midnight, it leaves at 0:30, not 1:30.
*People who celebrated 2000 jan.1 did so 1999 --not 2000-- years after the
(supposed) birth of Jesus. Why? because 'they' numbered years from 1, not 0. For
the same reason, there are 99 --not 100-- between jan.1, 50 BC and jan.1, 50 AD.
*If centuries had been counted from 0, we would have 1975 in century 19, not in
the 20th century, and we would now be in century 20 --as expected, in the year
2010.
*If OO headings were renamed Heading0...Heading9, one would not have Heading10
between Heading1 and Heading2 in the stylist.
*As for OO being 'too technical', well, you cannot please everybody. Not all
users are technophobic. If you extended the list beyond 10 files with letters,
would people complain that your are numbering in hexadecimal?
*Conclusion: I won't reopen the issue; I leave that up to you.

ADD:
People complained about OOo being too "technical" in the past - and such a
behavior would mean OOo becoming more "technical".

BTW: this is a "Framework issue".
