Solution:
install packet rstatd
execute 'insserv rstatd'
  Be sure that
# Required-Start: $network $remote_fs
  is set in /etc/init.d/rstatd. (Standard on SuSE 9.1)
Start order: portmap, nfs, rstatd  

execute 'init 1' and 'init 5'
or reboot
