Pavel, you explained to me that if user cannot select the language from the
dialog, spell checking is not possible. Even if from the technical point of view
user dictionaries are installed okay, they are not usable at all, because of
that nasty UI bug. 

This is a serious bug, not a P4. Changing Prio to P3 again.

TL-KSO: I cannot reproduce this with OOo 680m122.
Of course after installing the dictionaries you must restart the Office *and*
trigger the linguistic (e.g. type some characters in order to have auto-spelling
startet). 

The linguistic configuration only gets checked/updated when it is used. This is
already the case for some years. Otherwise (before that happens) it completely
trusts the informtaion that is already written in the configuration.
But since OOo chose to not write anything to the configuration anymore some time
after the auto-update of the configuration was implemented this is the expected
behaviour.

m112: broken
m122: works fine

Strange. It seems that somebody has fixed the problem meanwhile.
