Even if from the technical point of view user dictionaries are installed okay, they are not usable at all, because of that nasty UI bug. This is a serious bug, not a P4. Of course after installing the dictionaries you must restart the Office *and* trigger the linguistic (e.g. type some characters in order to have auto-spelling startet). The linguistic configuration only gets checked/updated when it is used. This is already the case for some years. Otherwise (before that happens) it completely trusts the informtaion that is already written in the configuration.
