I got the problem with Opera 7.54 (Win XP SP2, OOo 1.9.113). The downloaded file is correct, only its name is incorrect. I found myself the problem on a filename containing one french national character. Downloading with Opera resulted in an incorrect character and the indicated behaviour. Copy/pasting that character into the name of another local file reproduced the behaviour. I tested Opera, IE6, Firefox. Each browser handles downloaded filenames differently. I got the problem only with Opera.
