We need a new config item that allows to specify the maximum number of documents
that might be opened at the same time. The default must be 'unlimited'.

If the value is set to N, N documents can be loaded and kept open like always.
If user tries to open the N+1 document, an error box must be displayed stating
that the maximum number of documents that can be opened at the same time is
reached and that the user has to close one or more documents before new
documents can be opened.

A normal user shall NOT be able to change the value of this new item. Therefore,
we do not want to have an OOo UI binding for that item.
