Talked with MBA, and he also cannot think of a technical reason why this is
disabled. We decided to globally enable it for embedded documents, in particular
for forms and reports embedded in database documents.

Removed the limitation in CWS odbmacros2.

a) I cannot give you details here as I am not very familiar with your scenario.
>From my point of view just try to apply your fix and we have to see what works
and what doesn't work. All the failures must be evaluated separately.
b) Please look at 80531 (CWS fwk80) where your main problem has been fixed. The
toolbar name should not clash anymore as a random value is appended to name.
That should minimize the probability of clashes.

since I stumbled over some code which looked promising ...

If I, in SfxBaseModel::getUIConfigurationManager, remove the restriction that
for embedded documents, no configuration storage is provided, then it works.

Well, kind of. When you create a new toolbar, this is stored as
"custom_toolbar_1.xml" in the form (in the sub storage Configurations2/toolbar).
Unfortunately, if there already exists a toolbar with that name in the
application-wide module configuration, then both toolbars are merged - the title
from the one, the content from the other 

Now, this is the same as for non-embedded documents: When you have a Writer
document which contains a "custom_toolbar_1.xml", and open this document in an
installation where there exists a module-wide toolbar definition with the same
name, then those are merged, too.

The difference here is that for Writer module, the newly created toolbar inside
a Writer document does not conflict with the module-wide toolbar names. There
seems to be some name collision check.
Contrary, the name collision check does not seem to exist (or work properly) for
embedded documents.

a) details what else I must expect to not work (as said, to me it looks as if
everything works fine, except the naming problem)
b) an idea where I have to look for the code which decides a name for the new
toolbar

don't support custom user interface element for sub-storages (embedded
documents). I see your point and it would make sense to implement this 
enhancement.
