If I, in SfxBaseModel::getUIConfigurationManager, remove the restriction that for embedded documents, no configuration storage is provided, then it works. Well, kind of. When you create a new toolbar, this is stored as "custom_toolbar_1.xml" in the form (in the sub storage Configurations2/toolbar). Unfortunately, if there already exists a toolbar with that name in the application-wide module configuration, then both toolbars are merged - the title from the one, the content from the other Now, this is the same as for non-embedded documents: When you have a Writer document which contains a "custom_toolbar_1.xml", and open this document in an installation where there exists a module-wide toolbar definition with the same name, then those are merged, too. The difference here is that for Writer module, the newly created toolbar inside a Writer document does not conflict with the module-wide toolbar names. There seems to be some name collision check.
