Can't reproduce using 2.2 and 2.3m210 on WinXP:
1. New Filter persists even if I close the dialog, close app, close 
quikstarter.
2. If I click New then new filter automatically gets New Filter 2 name.

Please verify using 2.2. 
If you still see the problem please reopen and provide detailed steps to 
reproduce the problem.

In the Tools  XML Filter Settings, if you define a new filter (New...)

- If you enter all the fields except the Application field (leave it as
unknown).
- if you validate, you will see the filter.

If you then re-open the XML Filter Settings dialog, the filter will have
vanished. If you try to create a new filter with the same name, the dialog will
say that this A filter with the same name is already defined. 

This filter will also not be found in any import/export dialog.
