Actually the decision is already made by the object, the saving is triggered
only if the object is modified.

The problem was that after the object is activated, changed and saved the
modified state was not set to "false". It has to be done explicitly by the
embedded object in case the model is attached to the target storage after the
saving. Fixed.

I am currently not sure that this is a bug at all.

When an object was activated ( even without modification ) and it looks
different from the current replacement image ( for example because of different
fonts on the current machine ) a new replacement image should be generated.

1. Create a Calc Document and insert a Chart
2. Leave the Chart's inplace mode
=> The chart is saved temporarily (that's perfectly Ok)
3. Reactivate the Chart (do not modify anything)
4. Leave the Chart
=> The chart is saved again. Why?

Also (I suppose this is connected to this issue): When you have a replacement
image, activate the chart, the chart renders something wrong due to a bug or
corrupt file (or maybe in the future: the chart was rendered with a plug-in that
is not installed), leave the inplace mode again.
=> The replacement image is replaced by the wrong output although nothing
changed (well, apart from the view, but this is in most cases an unwanted 
change).

IMO, the last thing is more important as it allows to keep the visible
appearance of an object, even when there is an import issue or a rendering bug.
