This has been solved for me.

There were no mappings for the en_DK locale in the X server.
I added en_DK to locale.dir, compose.dir and locale.alias, and this solved
(along with other problems) this issue.

I've tried via File-Open, same result, using KDE's filepicker.
When changing to OOo's filepicker, opening does works, but the filename is
obscured (not showed as utf-8 chars).
Using kde's filepicker with e.g. kwrite can open the document without problems.

Another question: seems like you open the file via double click. Can you open it

With my default locale en_DK.UTF-8, opening and saving of files, which contains
æ, ø and å in the filenames is not possible.
Opening results in a File does not exist dialog, and saving does not save the
filename as utf-8.

If i set my locale to en_US.UTF-8 (ie. LANG=en_US.UTF-8 oowriter) , it works.
