I don't know, where you got this information. IMO it is wrong. 

To move focus to the next window of the active application in MacOS X 
standard is cmd+. This you can 
find in System Preference - Keyboard Shortcuts. This shortcut is user editable, 
not hard coded. So an 
application has to do what the user selects in Keyboard Shortcuts.

In OOo 3.0.0 RC2 de Intel it works if user don't change the standard of cmd+, 
but does not work if the 
user choose some other combination in Keybord Shortcuts.

The Apple keyboard shortcut to switch between the various windows of the same
application is cmd+~ (tilde). This doesn't work in Open Office 3 beta 2 and it
forces you to use the Window menu instead.
