Tools > Options > OOo > General > Open/Save dialogs. It seems to be the same as issue 87244. I saw this behavior and I think there's still one issue opened because of this error (can't find it). Does this happen when do you try to save file to normal folder? It means, any folder outside C:\Documents and Settings\ (or whatever it is under Vista)? I can not save any files. I receive an error message indicating I do not have sufficient rights to the file. a ~lock file is generated instantly when I attempt to save the file even on the first attempt.
