(It has the wrong name there, Keise und Ovale, but I opened issue #67307 for that.) You get it as Abreißleiste, if you choose the second entry Ellipse in the category Zeichnen, that which has the description 'Mit Symbolleiste anpassen können Sie...'. In the same way you can get the toolbar for Linien und Pfeile which holds Maßlinien and Text, which holds the old callouts.
