This same behavior occurs for me:
Open Office Version: OOo-dev 3.2.0 (DEV300m49) (No special configurations)
Windows XP Version: SP3

1) Create a blank presentation (open a current one) in Impress.
2) Copy text Copy  Paste me from Open Office Writer.
3) Paste into Impress

As a user I don't like how it handles the pasting of a few different items:

1) Text copied from Writer should be pasted as a text box which is editable
without the Writer shell showing up and the text will show up in notes. 
Microsoft Powerpoint handles a copy  paste from OpenOffice Writer in this way.
2) A copy and paste from Microsoft Powerpoint should be pasted as a text box,
but instead it is pasted as an image, and is not editable at all.

These may be treated as separate bugs.  Please contact me if you would like for
me to write them up as such.

When I double click and I get the window with the ruler, resizing this
kind of window also squishes the text. I expect the text to wrap.
I want to make a window or frame the same size as the slide and have the
text wrap.

The status bar says: Embedded object (OLE) selected, too. When you just select
the OLE (green handles) resizing it results in stretching in squishing. When you
want to resize the window for the displayed content please double click the OLE
(rulers, frame and black hanldes appear). Then you can the resize the window in
which the text is displayed. This works as designed, please have a check.

When I cut and paste a few paragraphs from a text document it inserts it as an
ole object. (I know this because history says it is an OLE object when I select
undo.)

Some of the text is cut off and when I resize the window it stretches or
squishes the text.
