If you think of how many people would like to create their own font, and then those who want to use OOo for it That's just not worth the time and effort you would have to put in it. Font creation is not trivial, which is why there is only a handful of working full-featured font editors right now. Some other vector graphics programs like CorelDRAW provides this feature as well. Another argument is, that there doesn't exist any free/open source font editor, with the exception of FontForge (but this one seems to hate Windows).
