This is unintuitive, usually the handles are not aspect-locked, and shift (or ctrl) locks the aspect ratio. Are you sure that tools/options/openoffice.org impress/snap position /when creating and moving objects is NOT checked? Having it checked you will have the described behaviour but this is not default.
