In impress (english) under windows this works using CTRL/SHIFT/F5. Seems to a problem with the keyboard (hp kb-0133) on Linux. On my Omnibook XE3 the shortcut does not function, though the keyboard driver is loaded when using KDE. My second desktop computer is working as should. I am working on Windows XP Home SP2 with OpenOffice version 1.9.125. Upon entering Impress with a blank presentation, I used CTRL+SHIFT+F5 to launch the navigator, which displayed without delay. I opened Impress to a blank presentation, and using Ctrl+Shift+F5 launched the navigator properly. I also tested with three presentations open with 3 slides in each. Everything appears to be working as intended. Shift+F5 doesn't open the navigator however. You might want to make sure that your F-keys are working properly. Some keyboard's F-keys are not enabled until after the drivers are installed. Then again, it might be a bug in the German version if that is what you are using.
