this sounds like a known bug which is fixed in the meantime.
In my mind this issue is duplicate to issue 73628

I can do that but I don't know how much value it has because it only shows the
result (a polyline with a displaced starting point). Maybe I'll capture a screen
cast for it.

Correction: it happens whenever the click is inside a text frame, regardless
whether there is text or not.

1) Put a text frame and input some text in Draw.
2) Choose the polyline tool.
3) Click on the part of the text frame that has some text. The end point to be
snapped to some other place, even though all snap options that I can find have
been turned off. The same issue happens with the curve tool. After clicking on
it and moving the mouse a little bit, a very complicated curve shape will be
created.
