What is being shown as value is 16, 16, 6, which happens to be the difference between the actual data value and the selected y-axis minimum. If you explicitly set the minimum of the y-axis on anything different than 0, you also can see the error easily. So instead of displaying the data label it displays the value of a difference to the y-axis minimum. It will be fixed in the coming OOo 2.4. If you like you can download a developer snapshot version where the fix is included already: http://download.openoffice.org/680/index.html?intcmp=1235 You will need to activate the chart once thus a corrected image can be created.
