This issue is still present in 2.4. 

I don't care too much if the transition is exact, ie if I ask for .25 second
automatic transitions, and impress can't keep up all the time and sometimes it
takes .3 seconds to make the transition, that's ok. But having more than 1
second resolution to specify what Impress should try to archive would be really
nice.

2008 ---
Right now the fastest automatic slide transition is 1 second. There are some
sorts of animation, however, which can only be achieved by stringing together a
series of slides (for instance, to demonstrate a psychology experiment where the
task is to detect the presence of a face in a picture shown only for 250ms). I
use power point for to present these sorts of demos in class all the time, and
it supports up to 100ms resolution in automatic advancement to the next slide. I
would use OO Impress if it also had such a feature.
