I think we should leave out the set title part of the patch - if someone actually works in an non-UTF-8 locale, he's more likely to encounter non-UTF-8 encoded filenames. In retrospect my window manager was running from a UTF-8 locale while OOo was run from a non-UTF8 shell. The other part does seem to make a difference for me. However setTitle I'm unsure about. Currently if I log on in iso8859-15 and have an iso encoded filename fnörp.txt, then the title actually gets fnörp.txt.
