@of: My mistake. I intended this to be a RFE.  The idea is to reduce the
opportunity for user confusion as to whether to download the "with JRE" or
"without JRE" product, and the initial size of the download.  Only the "without
JRE" product would need to be placed on the mirrors, and the user who needed JRE
would be prompted to download and/or install it the first time he/she invoked a
function that required it.  In fact, the installation could be totally automated
by a wizard, making life easier for less savvy users.

I can't see the defect here. OOo works as designed. Installation on demand as 
normal user doesn't work so I don't see to much benefit. But there is no chance 
to vote against an issue.

2006 ---
OOo ought to install JRE for user when/if user invokes a function of the suite
that needs it.  This is how MS and some other application programmers implement
options for the user at installation time.  The feature can be left flagged as
"install on demand", and when the user needs it, it will be downloaded and
installed for him, at his discretion.  This would probably mean the user would
need admin rights, unless OOo could appropriate them at that time.
