Now I was able to install OOo_3.1.1_Win32Intel_langpack_de.exe, but installation of OOo_3.1.1rc2_20090820_Win32Intel_langpack_fr.exe still failed. Same bad result with langpack_es.exe, but langpack_nl.exe worked. With French language pack I one time had an endless loop, installation started with unpack again and again. Several other tests with both language packs looked normal (but terminated rather quick).
