And additionally all languages that have to add English into the installation sets (because otherwise the Windows Installer could not install them successfully) have the same UpgradeCode. Therefore the Zulu language pack conflicts with the Norther Sotho language pack. You can at the moment only install one of this. Afrikaans works fine, because English is not added (but unfortunately Afrikaans might conflict with other languages, because it uses the UpgradeCode of an English language pack).
