I tested within a VMWare environment, and posted OOo sources on one of the host disks, then accessed them through the "shared disk" functionality of VMware (which provides access to specific directories on the host from within the virtualized guest OS). Note that I successfully installed other applications from the VMware shared disk location, only OOo setup failed so far --> maybe a dependency on "Windows drive letters" within the OOo setup code? Logged in as local administrator on a terminal server with Windows 2003 Enterprise Server SP1 and all required patches. Installation was fine for all versions so I assume the problem is on your side. Hint: If you're using a domain, think of different user rights within a domain and local machine. So we will have to find out what is different in your setup. I did really extensive testing on a win2k server some time ago and i did not expect anything to be different (from the applications point of view) in Win 2003. However, it's been over a year that i had some vacation, so i'm away for three weeks beginning on monday.
