It can be influenced by the directory, from which the executable was started (local drive or network drive) and from a certificate in the executable, that can be bought for example from VeriSign. Do you have some more information? I downloaded Infrarecorder 0.46.2 and saw that it uses the very old NSIS 2.24 and when starting the installation I got the UAC warnings. On the site of NSIS there is now a version that works with UAC. I have seen it working with another piece of freeware (think it was Infrarecorder, I'm not sure). The installer didn't had a UAC-warning and was made with NSIS.
