l10n/source is built only when WITH_LANG != . All localizations are merged and
zipped otherwise.
I will attach a patch that helps to merge and zip only the selected
localizations.
It might speedup the build of the l10n module. It might help also in other
modules because the transex3 tools will work with smaller sdf files.
