No, this is about the default locale for a language if no region was
specified, about what locale would be more appropriate if only "bn"
language was given. I assumed bn_IN because that was the first "bn"
locale in the MS world, which of course may be wrong. Given that,
according to http://www.ethnologue.com/show_language.asp?code=ben, 100M
people of Bangladesh speak Bengali but only 70M in India, and Bengali is
the official national language of Bangladesh I stand corrected.

Changed the default to bn_BD:
i18npool/source/localedata/localedata.cxx 1.30.8.9

FYI, Bengali is the first official language and mother tongue of Bangladesh. Not
India's.

- Removed data for the following elements and made them refer bn_IN
  instead, as data was identical:
  - LC_CTYPE
  - LC_FORMAT (and replacing currency symbol/locale of course)
  - LC_NumberingLevel
- in localedata.cxx changed
  { "bn_BD",  lcl_DATA_OTHERS, "bn" },
  to
  { "bn_BD",  lcl_DATA_OTHERS, NULL },
  as there can be only one default locale per language, for "bn" it was
  already bn_IN.

Note that when test-building it with the checks implemented in CWS localedata4 I
get the following:

Warning: ListSeparator equals ThousandSeparator.
Warning: DecimalSeparator is different from Time100SecSeparator, this may be
correct or not.
Warning: Don't forget to adapt FormatCode elements when changing separators.

The ListSeparator should be a semicolon >;< instead, and the Time100SecSeparator
probably a dot >.< as that is also used in the FormatElements with formatindex
44 and 45.

No need to attach a new file, I will carry out those changes if you don't 
object.
