This is a follow-up issue of issue 86094.
Timezone Europe/Tallinn
Entering 1790-3-1 results in 1790-02-28
Though the effect is identical to issue 86094 and the cause is similar, timezone
jump on that date (offset is 99 minutes), the cure introduced with issue 86094
does not do. Underlying apparently is some barrier within ICU that prohibits to
set 1790-3-1 00:00 as a valid date and time, time falls back to 1790-02-28
23:59:59 or 1790-3-1 01:39:00. It may actually be that 00:00 is invalid if the
timezone transition occurred on that very time. This needs further investigation
and if so, an algorithm to detect these cases and correct for them.
