Different countries - different standards wrt. week numbers.
In US January 1 is always week number one, so first week of the year can only 
contain few days. whereas DIN/ISO 8601 is defined as the first week of the year 
that contains at least 4 days. Besides, start-of-week is either Sunday or 
Monday.

Number format WW with DATE(2010;1;4)
TEXT(DATE(2010;1;4);"WW")

all return 2 in English(UK/US/Australia).
Other locales return 1, which seems to be the correct value (German, French).

However, allow me an additional question:
If  ...
WEEKNUM(DATE(2010;1;4);1)
... returns 1 because SUNDAY 4th Jan marks the first week, why does ...
WEEKNUM(DATE(2010;1;4);2)
... return 1 where the first day of week is supposed to be MONDAY, 29/12/1009 ?
