Indeed, even if you had defined your own default template with number with 2
decimals and 2 non significative zeros, it seems that the cvs import filter does
not use it when it create the new sheet with imported data.

I have a file test.csv
number1;number2
100,25;100,00
200,00;200,25

(Depending on local settings you might want to replace ',' with '.')

I open it with openoffice OO320m12 (using ; as separator)

The preview looks good, but the import leaves the sheet as:
number1  number2
100,25   100
200  200,25

At the very least I would like an import-option to keep my digit precision 
(even for zeros).
