That's intended, see issue 94698/54993. I can only adjust/move the row break in Reduce/enlarge printout mode. I have used OOo since version 2.4, I can always adjust (move) the break in all scaling modes. I have OOo3.2 on another PC; I confirmed the page break in Calc is still adjustable in OOO320m12. To reproduce the problem, open a new spreadsheet in version 3.3.0. Simply fill up column A from row 1 to 60; go to View | Page Break Preview. It should show 2 pages by default. If the scaling mode has Reduce/enlarge printout select, the break line is still adjustable. Move the break line up, to row 30 for example. Then, go to Format | Page..., change the scaling to Fit print range(s) to width/height and change the Height in pages to 2, OK. The page break will change back the default position and it becomes non-adjustable. Same issue happen if scaling mode change to Fit print range(s) on number of pages and Number of pages = 2. I don't think it is normal since the Page Break Preview should allow user to change/adjust the page breaks manually no matter what scaling mode is selected. As I said, it works fine in version 3.2.
