To open such files, just use the correct filter, in this case the HTML or the webquery filter. The problem with opening and just saving is that the file is written to the same format as it was opened. So a HTML has to be saved as XLS with the Save As ... oprtion from the file menu in Excel. As this isn't a defect, the file isn't a valid xls but a HTML file, I close this Issue as Invalid. Sorry for no better reply. Though explicitly specified Microsoft XL 2003 XML (from the spreadsheet section) in the open dialog the file opens with Writer. If the file opens with writer/web, it's most probably a HTML file with XLS extension. As this file isn't a valid binary Excel file but an text based HTML file it's correct that it opens in writer/web. So this is probably a double to some other Issues.
