Your first problem contradicts with 
http://www.openoffice.org/issues/show_bug.cgi?id=10864 where people want color 
to remain last used, so that it can be easier reapplied.

Your second problem is dup of 43171 and 25120 and 45812.

PROBLEM 1:

1. If you select a cell, the backgound colour selector and text
colour selector are not preselected at the current colour.
If it is selected at the current colour, you will know
what colour you are currently at, and can apply this
colour to other cells and text.

PROBLEM 2: 

1. Make you window narrow, so that the background colour
selector and text colour selector are in the drop-down
menu on the right hand side.

2. Now select either selector. The list of colours don't
come out in a cascaded drop-down menu.

The non-preselection of colour may be platformwide -
happening also to Writer and Impress.

Also, there does not seem to be a pick up colour tool
in Impress (or Write or Calc). Maybe someone can
pick up colour from elsewhere in the document,
and then apply this colour to new text.
If this is a real possibility of enhancement,
I may submit another request. Thanks.
